The United Kingdom and France Plan to Send Military Personnel to Ukraine if a Peace Deal is Agreed

The London and Paris have formalized a declaration of intent concerning the deployment of armed personnel in the nation if a peace deal be concluded with Russia, the UK Prime Minister, Keir Starmer, has declared.

After discussions with Kyiv's partners in Paris, he indicated that the UK and France would "create defense centers throughout Ukraine and erect protected installations for arms and military equipment" to discourage any potential attack.

The partner countries also put forward that the US would take the lead in verifying a truce.

Moscow has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not commented on this latest announcement.

Context and Continuing Conflict

The Kremlin's head Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russia presently holds about 20% of the country's land.

"This constitutes a crucial element of our pledge to support Ukraine for the duration," remarked Starmer.

Heads of state and high-ranking officials from the "Allied Coalition" were involved in the Paris negotiations.

Speaking at a combined announcement, the Prime Minister noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could work on Ukrainian soil, protecting Ukraine's air and maritime domains, and rebuilding Ukraine's defense capabilities for the time to come."

The UK prime minister also stated that the UK would participate in any American-headed monitoring of a potential cessation of hostilities.

Protection Pledges and Diplomatic Positions

Top US negotiator Steve Witkoff said that "lasting safety pledges and robust reconstruction vows are essential to a lasting peace" in Ukraine – alluding to a major requirement made by the Ukrainian government.

Witkoff indicated the partner nations had "substantially agreed on" their work on finalizing such assurances "so that the people of Ukraine know that when this hostilities ends, it ends permanently."

The former US envoy, US President Donald Trump's advisor, also participated in the talks.

Separately, French President Emmanuel Macron stated that Ukraine's allies had made "major progress" at the negotiations.

He noted that "comprehensive" safety pledges for Kyiv had been reached in the event of a potential truce.

President Volodymyr Zelensky stated that a "huge advance" had been made in the negotiations, but qualified that he would only consider efforts to be "adequate" if they led to the cessation of the conflict.

Earlier, Zelensky suggested a settlement was "mostly finalized". Agreeing on the outstanding 10% would "determine the future of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the center of ongoing disputes for the parties involved.
  • The Russian President has consistently stated that Ukrainian troops must pull back from the entirety of Ukraine's eastern Donbas or Russia will occupy it, refusing any middle ground over how to conclude the war.
  • Kyiv has thus far excluded surrendering any territory, but has suggested that Ukraine could move its forces to an designated point – but only if Russia follows suit.

Russia presently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk region. The two regions form the industrial region of the Donbas.

The earlier US-led comprehensive framework that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's favor.

This sparked weeks of intensive discussions – with Ukraine, the US and European leaders trying to adjust the document.

Recently, Kyiv submitted the US an new proposal – as well as additional documents outlining potential security guarantees and provisions for Ukraine's rebuilding, he said.
