Two men have been taken into custody as a component of an inquiry into the illegal deposit of many thousands of metric tons of refuse in a rural field in Oxfordshire, England.

Law enforcement indicated that a 69-year-old was arrested at a dwelling in Andover, Hampshire, while a 54-year-old was arrested in the town of Slough in relation with the massive mound of garbage deposited near Kidlington.

These apprehensions come after a recent investigation which exposed the operation of more than 500 unlawful sites across England, featuring at least 11 so-called "major sites" larger than 20,000 tons.

A official for the environmental authorities commented that the arrests were for ecological and money laundering violations and represented a "crucial step" in active inquiries. The apprehended men have been let go on pre-trial release.

Size of the Issue

The illegal site in the Kidlington area, situated between the River Cherwell and the A34, is believed to contain approximately 21,000 tonnes of refuse in a mound which is up to 150m (490ft) lengthwise and 6m (20ft) in height.

This heap of waste is composed of what appears to be sorted residential rubbish, shredded plastic items, Styrofoam, automobile tires and other domestic objects.

It is just one example of 517 illegal tips throughout England, at minimum 11 of which contain more than 20,000 tonnes of rubbish. These encompass a 280,000-tonne location in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall and a 36,000-tonne dump in the county of Kent.

The actual figure of such major sites is expected to be higher, as the environmental body has earlier indicated it does not possess records on volume for every unauthorized tip.

A large proportion of sites are in rural areas, often hidden, and on land that is zoned as agricultural ground.

Organised Activity

Police say numerous are run by criminal organizations, who are generating money by asking for significantly less than licensed firms to receive and bury waste.

Firms have to pay gate fees to use licensed waste facilities, depending on the amount and type of waste they are trying to get rid of, and a waste tax is also applied at just over £126 per metric ton.

Public Anger

Preparatory work to clean up the Kidlington location commenced in recent weeks amid fears over the threat of fire and the consequences that would have on the nearby A-road.

A private waste removal firm has been awarded the contract to handle the site over the next 12 months at a cost of £9.6m.

An investigations officer for the country's environment unit stated that the authority would be seeking to recover the clearance expenses under asset recovery laws from any individual convicted at the termination of its active case.

She further stated that this week's arrests would help "drive the inquiry forward" and permit officials to "pursue more lines of inquiry to ascertain precisely what happened and who was involved".

"This unauthorized site at the site was an shocking and intentional assault on our ecology and we share the public's outrage at this egregious offence," she remarked.

A government minister supported the detentions, adding: "The illegal dumping of rubbish at this location is appalling and has resulted in considerable damage to the natural world and distress to the nearby population.

"Our administration is dedicated to stamping out this kind of crime in the country, by boosting resources to combat illegal dumping, recruiting more staff and introducing stricter measures and sanctions for those who break the rules."

The arrests were carried out on Thursday by agents from a dedicated serious crime squad and are in addition to an earlier arrest of a 39-year-old from the Surrey area in November. He was released subject to more enquiries.
